So I have two profiles in cue now after a reinstall to fix some other issues and now my issue is that when I select K95P HW1 it stays, but as soon as I click out of iCUE, it changes back to the stock rainbow spiral profile.

CORSAIR iCUE software connects all your compatible products together in a single interface. The "Maximum 5 custom...." message is because you violated the save rules and it is stating what they are. You can use hardware profiles to configure lighting effects and actions that are usable without needing iCUE running in the background.

3. Different keyboards have different save methodologies.

You need them, or rather you did until iCUE 3.27 which will let you do the same thing from any software profile.
